The Wind Farm is a 8x4 structure that can increase your energy cap by 5. This feature requires Level 46. To unlock it, you need to expand to where the Wind Farm is located in your city (location may vary).
It works like the Dam. You need to supply it every 12 hours to increase your energy cap by +1, for a maximum of +5. If you do not supply it after 24 hours, you will lose 1 bonus energy but it will not go under your cap of 30.
You can receive bonus energy cap from using both the Dam and Wind Farm for +12, a maximum cap of 42.
Unlike the Dam, you can move the Wind Farm once you unlock that expansion.
You do not need to complete the associated goals in order to unlock the Wind Farm. It is needed if you wish to complete the 
Second Wind Goal.

Let's say you have the Wind Farm (and perhaps the Dam also) up to the max energy cap, but ...
You go out of town and miss a few days and your energy cap goes back down at least by 1.
Is that decline permanent ... or can you later bring it back up to the max by continuing to supply the goods every day?

I forgot to re-supply mine in time (both Dam & Wind Farm) and my Energy Cap dropped from 42 down to 40 (1 for each) The timer was showing like it does 12 hours after you've last renewed, where it says you have just under 24 hours to renew again. I assume that if I continually failed to re-supply them they would continue to do that every 24 hours while dropping the Energy Cap an additional 1 for each one I was delinquent on. But in this case, when I re-supplied both again, my Energy Cap immediately popped back up to 42. If I had already let it drop more than 1 each (several days away), I'm sure I'd have to wait at least 12 hours to recover each bonus Energy Cap increment (but for each simultaneously). In simpler terms ... it's just like going back to building your raised Energy Caps originally. So, if you're late, what you lose is only temporary. You can raise the Energy Caps again. I'm glad I know that now.

What will happen if i remove it? Will i lose the +5 energy capacity?

If you remove it, then it's impossible to re-supply it every day (36 hours actually). Therefore, if you don't automatically lose them immediately, you will at least lose 1 per day that you were delinquent in re-supplyinc it. (When you're delinquent, you get 24 hours between each penalty ... lose one, 24 hours later lose another, 24 hours later lose onother..., etc.. When you re-supply it, you get 12 hours before you can even re-supply it again and then you have 24 hours after that to do the re-supply ... hence as much as a 36 hour span between re-supplies.) If you're late and lose those extra Energy Cap points, you can gain them back the same way you got them originally ... it's not permanant. But if you 'remove it' ... yea, that's permanent. You may be able to put it in storage temporarily ... but why? It's very advantageous to have those extra 5 energy points ... believe me.

as your city gets bigger and opens up more comunity buildings and build more homes you may find running out of energy more often expand and make this your high demarnd to 2

Wind farms will show up in different locations for everyone. Happened to me. Also as for jumping to step 4 of the goal, Zynga 'fixed' that issue. Now I start back at lvl 1 with the lvl 4 goal still there. So I get to do two of them.

I got level 4 of wind farm on my screen. I never got level 1, 2 or 3 yet. Whats up with that. How do I get to start the wind farm? (x2) When zynga will solve that?

It is unclear and should be made clear by this wiki whether one can move the individual wind pieces around and how big the individual pieces are.

You can't move the windmills separately.

when i clicked the grey show me button it should me where it was even though it wasnt lite up so if anyone else has that problem try it and see if it works for u as well.

Just complete goal 4 and you'll have it. That's how I did it. ;)

I have same problem with windfarm, on screen I have a quest with Goal - Second wind, but I have not in my city windfarm and table with tag "Show me" is grey in quest. I can not doing nothing. Where is mistake??? I am in level 99.

grrr, i completed the wind farm, then clicked on build now, and it refreshed the goddamn thing and now says ive gotta collect them all again!

I have that same problem also, don't know where the wind farm is, and i also placed lots of expansions.
