The New Seaport is one of the Goals in CityVille. It was released on December 2nd, 2010.

Player has started building the City seaport!

Mayor Player is tending to the business of building a great seaport. Hoist yours and earn Goods.

The New Seaport / Unlocking the Pier

Your level does not matter, you need to follow the main storyline.

Go to the Goals tree, locate "The New Seaport". Have you completed all the goals above it? Are any of those goals in your quest manager now?
Complete as many goals as you can to get your quest manager under 14 goals and "The New Seaport" (or main storyline goal) might appear. Note: The "Run For Governor" is more than 1 goal. Each unfinished questline is counted as another goal.
