The Pier costs 5,000 coins and is unlocked by completing the goal The New Seaport.
The pier building has to be built on dry land in the city's area, but the pier itself and the boats can be located in the shaded area, so don't waste money and permits on expanding when you don't need to.
The Pier adds an extra 420 goods storage and upgrades for it were released on November 10, 2011 along with the 
Dock Star questline.
Upgrades for the Pier are not available in the Google+ version of CityVille.

Not sure what the deal is with my Pier its level 3 but I dont get the goods amount that it shows when sending out the ships. Seems to be bugged some how.

So now I got the pier, but unless I get the New Seaport Quest I can't sent out the ship - what a joke.
And the stupid answer to getting the quest is gettin below 14 Goals (I have more than twice as much) and a lot of them can not be solved unless I collect from shipping routes. *grrrrr* Yeah, nothing can be done I just needed to vent a little ...

Apears i had space for 2 piers, but i placed one in the midle, now i cant move it, i want to move it a litle to the side, so i can place another one, but its not possible to move, how do i do it? should i sell all the boates first?? i apreciate if someone can send me a e-mail to explain if its possible Xlived@hotmail.com Thanks

piers have to have no boats in order to be moved. so, delete your boats (if you had a 2nd pier, you could move them over)

had the same problem but yes you sell all boats on pier and then you can move it

i have finished the New seaport goal, but the pier stays unlocked. what should I do? i can`t buy piers now and I can`t finish the Dock star goal.

don't need 15 boats for an upgrade - just need 6 boats and keep sending them off until you total 15 sent off in total

can move piers - but need to delete boats first of all
can get more boats - just go to build menu and under goods select boats

why can't you move the piers after they have been placed? i placed them not thinking about putting the boats and now i can't move them to add more boats, you can move everything else in this game...

I've moved mine a bunch of times. You can only moved a pier if no ships are attached to it.

if only 8 boats to a pier, how are we supposed to get 15 per pier for the upgrade o.O

It says to harvest 15 ships from this pier. Just have the max amount of ships and use the SanFran shipments to complete this task.

I just unlocked the pier today. I read I should complete as many quests as I could and it would pop up. After having 7 quests left to do (including the run for governor goal) a pop up came onto my screen and said that I could now place a pier. (I'm at level 61 btw)

The pier is now unlocked to everyone, even those that didn't finish

That one should be unlocked as well.

I didn't finish completing the goal to unlock the Export Port, but it was unlocked for me anyway. Maybe you should contact Zynga support, or try looking in the Zynga forums to see if others are having the same problem.

same here. had to place a ticket with Zynga support to have the pier un locked. i am level 64
