Passport Office is a 3x3 community building. in CityVille that it does not increase your population cap. It is much like the Carnival Ticket Booth, Sea Shell Stand and Treats 'N Sweets; the player can collect special currency to redeem at a separate building for limited edition items.
Currently, collecting from the Passport Office will drop Passport Stamps, which can be redeemed for special items at the relevant Embassy. Different players appear to get different national passport stamps, and this may be related to players' actual location.
It does not increase your population cap.
