The Pamplona Bull Run is a 6x6 community building in CityVille. It was released during the Spanish Event 2. It can be only obtained by completing the Pamplona Bull Run! goal in time.
Due to a bug, exiting the game after you've placed/built this will cause the building to return to your inventory and the loss of any Energy used to build it. Zynga Forum

Has anything been done to fix the bug yet? I have this in my inventory, but I doubt I will ever use it, since I am opposed to any "sports" that are abusive to animals. (Besides, it's too big for something that only allows 600 population, when we need to squeeze 5000 population onto an expansion if we want another one.)

I thought this was a temporary thing and if you didn't do it, the building (and its annoying bulls) would be removed from your city. If I were to extend to that area where it is, will I be able to keep it or would it go away? Right now, sometimes it's gone and sometimes it's there.

If you place the building next to a road facing southwest (that being the building), visit a neighbour, then return to your city, you should be able to complete the building without it disappearing.
