After the Luxury Hotel is built and ready, the order of actions goes roughly like this:

• Supply nearby businesses (with the Luxury Hotel's circle of influence) to attract guest
• Supply nearby businesses, then unload a cruise ship for a quick increase
• Invite friends to increase guests faster
• Once the Luxury Hotel has reached its capacity, it will become 'closed'
• Click on it again and the guest will begin to wander, spending more money on any open business
• Supply the Luxury Hotel with  1500 Goods (not  0 Premium Goods) to begin the cycle again
