Grand Dragon Boat! is a goal in CityVille during the Lunar New Year Event (2012). As of January 25, 2011, the level required for this quest was lowered from 70 to 51.
Rusty says: "Let's set sail for an amazing new year and put a Grand Dragon Boat in your city! Meet me down by the docks!"
