The Dam is a 8×12 building that increases the energy cap to 37. It can be only placed at a certain location on the river like the Platform Bridge. If neccesary, you will have to expand (on the left side of the river) to place it. As of May 11, 2012, the Dam can be upgraded to level 3.
When placed, You will need 4 of the following items: Rotor, Flood Gate, Hydraulic Turbine, Canal Lock and Generator.
When you get all parts, you will need 15 Energy to build, but when you complete it, you will get 31 Energy, and it increases the population limit by 800.
The Dam can be supplied with 
400 Goods every 12 hours, which adds 1 energy to the usual energy cap of 30, allowing you to raise the cap to a maximum of 37. Failing to supply the Dam within 24 hours means you lose one bonus energy each time, subsequently bringing your energy cap down to 30 again.

There is an exact spot to place the dam and you have to expand to the area it is for, it is outlined by a red box in your city when trying to place the dam, make sure it's in the right place

Let's say you have it up to the 37 energy cap, but ... You go out of town and miss a few days and your energy cap goes back down. Is that decline permanent ... or can you bring it back up to 37 by continuing to feed it every day?

I forgot to re-supply mine in time (both Dam & Wind Farm) and my Energy Cap dropped from 42 down to 40 (1 for each) The timer was showing like it does 12 hours after you've last renewed, where it says you have just under 24 hours to renew again. I assume that if I continually failed to re-supply them they would continue to do that every 24 hours while dropping the Energy Cap an additional 1 for each one I was delinquent on. But in this case, when I re-supplied both again, my Energy Cap immediately popped back up to 42. If I had already let it drop more than 1 each (several days away), I'm sure I'd have to wait at least 12 hours to recover each bonus Energy Cap increment (but for each simultaneously). In simpler terms ... it's just like going back to building your raised Energy Caps originally. So, if you're late, what you lose is only temporary. You can raise the Energy Caps again. I'm glad I know that now.

CITYVILLE CHEATED ME OF ALL MY 70 COLLECTED build ITEM at the time of rebuild -- all COLLECTED 70 ITEMS WENT ZERO. WTF. YOU CAN NOT DO THIS TO US.
I worked so hard my arse of to collect those 70 item. I NEED THEM BACK. NOW - HOW???

The dam should do 60 energy cap instead of 37, but make each point above 37 cost 10 cash to prevent the noobs or poor people from getting that advantage

This game fucking sucks everyday more. All they want is to force you to waste your hard earned real life cash with this shit. Seriously, can't they give us something good without ruining other things??? It was a great game when I started in april. Since then, all they want is to rip you off. Another unbearable thing is the construction menu... every time you access it, the first items that appear are the expensive ones.

It was awesome when I started in March. I agree that Zynga just rips off players now. None in my group of 18 college students pay to play. We are not gonna donate to con artists like Znyga. The only ones who placed the Dam did so to get the free expansion. Me and others had bought that expansion with coins and we don't want it, since the one on the left isn't free. We would place it if it worked with either expansion to get the one on the left for free. The arrow pointed from the right side of the river and there were no instructions that told where to place the dam. The popups when you get to zero energy are very annoying. We all have to X them out and get more energy from our inventory. We all send plenty of energy and zoning permits daily. Seems like Zynga instructed their developers to do everything possible to rip off players. Most of Zynga support workers have been told the same thing. When we finish Cityville, none of us will ever play another Zynga game. There are plenty of other games that aren't run by con artists that we play for free.

You quite right! I once suddenly lost 50 City Cash due to a community building.... without a warning to show if I am sure to do it or not. Lost that..........

I totally agree! I've spent some real money trying to finish the goals because I don't have enough FB friends playing. The game would be really fun if you could use the coins to buy everything - like it is with CityVille Hometown. With Hometown, you always have a coin price as an alternative if you can't collect your items from FB friends. Also, with Hometown, you can add players as neighbors that aren't FB friend, which I also like. I only have 1 neighbor, but that 1 neighbor has helped a lot so far.

if u want 40+ energy i suggest to build it until 14 and then wait for energy to fill up - then just click the last build and u get 40+energy
thts my suggestion - not sure if works because i have no permits to expand -.-"
